The Mongolian Minister of Environment, Mr. I.Erdenebaatar and the
Ulaanbaatar City Mayor Mr. Ts.Batbayar signed today a 2006-2008
cooperation memorandum. At their meeting held early this month, the two
men set up a working group to develop the bilateral cooperation and
develop a plan on solving current pressing issues in Ulaanbaatar. The
working group has drawn up a 2006-2008 cooperation plan on 73 issues
concerning to the reduction of air pollution, solid waste management,
green zone exploitation, conservancy and restoration, pure water
resource protection, conservancy, and the implementation of the law on
land.
According to the plan, a number of measures and activities are to
be carried out to intensify the realization process of the laws on
environmental matters, immediately issue regulations on the above laws`
implementation, establish an ecological fund, and reflect important
proposals in laws to be drawn up newly. The cooperation plan
fulfillment will be concluded every quarter. The Ulaanbaatar City ahs
470 thousand hectares of land and there are 952,410 officially
registered residents, more than 100 thousand temporary inhabitants, and
20-50 thousand foreign citizens. The settlement of a half of the total
Mongolian population in such less territory adversely influences on the
City ecology and surrounding environment and human right to live in
healthy environment is breached.
