I wish to find out how can one obtaine working permit for Mongolia. For instance I am foreigner and want to start new buisness in Mongolia. I see that aplication form for mongolian visa has inquiry weathwer one has "working permit or acceptance to study in Mongolia". Who issues working permits and what documentation is needed for this process?

If you start a foreign invested company in Mongolia you will automatically receive a residence permit.
