there is no home delivery of mail in Mongolia, nor are there home addresses as such. the postal code refers to the city and post office number. so 13 basically means post ofice 13 (central post office) in Ulaanbaatar.

No any postal service organization in Mongolia use postal code system apart from Mongol Post. Six-digit coding system. I'm sure the last two numbers refer to the No. of the branch. And, the two numbers after 21.... refer to district or region. For instance: 211238 is No.38 branch of Mongol Post in Chingeltei District, Ulaanbaatar. 2106.. is Sukhbaatar District etc.
ULAANBAATAR METROPOLIS 211213 Central Post Office 210620 211121 210322 210523 210524 210625 210526 211127 210628 210130 210131 210332 210333 210134 210535 210136 211137 211238 211240 211241 211242 210644 210646 210648 210348 210349 210350 210351 210353 210100 Nalaikh
