An innovative aid program for
Mongolia, as well as other developing countries, is being radically
cut back by the U.S. Congress.
The Millennium Challenge Corporation
was set up by U.S. President George Bush to assist developing countries
that are committed to creating democracies, adhering to sound economic
policies and actively working to end corruption.
Mongolian officials met with
the head of the Millennium Challenge Corporation this past January.
In a statement released after the meeting, officials announced, “Mongolia
will use substantial grant assistance provided by the U.S. government
to meet needs in sectors identified by the Mongolian government after
public consultation, and to significantly spur economic growth and poverty
reduction.”
However, the U.S. Congress
has rejected the Bush Administration’s request to continue funding
the aid organization at the $3 billion level. Current Congressional
proposals call for providing only $1.2 billion in the next budget.

Challenge Corp. Chief Executive John Danilovich said of the cuts, "It
communicates an appalling message to Africa, an appalling message to
already existing MCC countries and to those trying to become good, secure,
stable governments. It is an awful thing."
