Abstract:
Assignment Description: The European Bank for Reconstruction and
Development (the "EBRD" or the "Bank") intends to engage a consultant
to undertake a Microfinance Impact Assessment Survey in Mongolia.
This
survey is part of a randomised impact assessment that will analyse the
impact ? in terms of poverty alleviation and profitability for the
participating microfinance institution ? of the provision of
microcredit and insurance to small borrowers.
In particular it will look at the impact of
(1) combining microcredit and insurance products and of
(2) transforming mobile lending units into credit unions.
The microfinance bank participating in this impact assessment is XacBank.
The
consultant will implement the Mongolia Microfinance Impact Assessment
Survey through face-to-face interviews with up to 4,800
micro-entrepreneurs in approximately 180 Soums (locations) where
XacBank is now active either with a regular branch or with a mobile
lending unit.
Respondents will be selected by Xac Bank according to a selection process designed by the EBRD.
The 4,800 respondents will be interviewed twice.
The
first round of interviews will take place when XacBank has identified
specific entrepreneurs as potential clients for either the standard
loan product or a loan product combined with insurance.
The consultant will be required to:
- translate the survey instrument provided by the EBRD into the local language;
- pilot the survey instrument;
- instruct and train its interviewers;
- ensure high standards of quality control at every stage of the survey;
- code and compile the survey results in an electronic format to be agreed with the EBRD;
- evaluate the coded survey responses for consistency and accuracy; and
- provide a summary report of the survey results to the EBRD.
Assignment
Duration: The first round of interviews is anticipated to start at the
beginning of May 2008 and take approximately 3-4 months.
Delivery of the first dataset to EBRD is expected to be no later than September 2008.
The second round of interviews will start approximately a year after the first round of interviews i.e.
at the beginning of May 2009 with the delivery of the dataset no later than 30 September 2009.
No extension is envisaged.
Maximum
Budget Available for the Assignment: up to GBP 137,000; exclusive of
VAT, to be negotiated with the highest-ranked consultant.
The
consultant must determine whether any VAT would be chargeable on the
services and the basis for that determination, without taking into
consideration the Bank's special status as an IFI and state this to the
Bank in their response to the Invitation for Expressions of Interest.
To
the extent that a consultant incurs input VAT on goods and services
purchased in connection with the provision of services (e.g.
VAT on
airline ticket) which is not otherwise recoverable by the consultant
from the local tax authority, the gross cost to the consultant of such
expenses shall be treated as a reimbursable expense.
Funding Source: EBRD's own resources.
Eligibility: There are no eligibility restrictions.
Consultant Profile: The consultant will be a firm or a consortium of firms which can demonstrate the following:

experience in conducting enterprise or household surveys and capacity
to undertake survey implementation, data entry and analysis;
- capacity to implement the survey throughout the whole of Mongolia and within the timeframe specified above;
- quality of the consultant's research capacity and its experience, especially in Mongolia.
Submission Requirements: Interested consultants are hereby invited to submit expressions of interest.
In
order to determine the qualifications and competence of consulting
firms seeking to be shortlisted, the information submitted should
include the following:
- company profile
(s), organisation and staffing;
- details of the company?s local offices or local presence in Mongolia;
- details of experience or similar assignments undertaken in the previous five years, including their locations; and
- CVs of individuals available to work on the assignment.
The above information should not exceed 25 pages excluding CVs.
Expressions
of Interest should be submitted, in English, electronically through
eSelection via the link above to reach the Bank not later than the
closing date.
Note: Selection and contracting will normally be made from responses to this notification, subject to contract negotiations.
The highest ranked consultant may be required do submit a detailed proposal to the Bank.

In 1979 an atlas was published in Ulaanbaatar by Mr. Rinchen with an overview of more than 900 religious sites that used to exist in Mongolia. However a lot the information listed seems to be not accurate. A research has been initiated to get a better idea of all the buddhist buildings that once stood in Mongolia.
