As for Head of the State, I had invited leaders of political parties in the National Security Council calling on them to take measures on not leading the demonstration and protests into a public disorder through their members and supporters. Furthermore, I tasked the leadership of law enforcement organs not letting to turn the demonstration into the riot. Unfortunately, that demonstration turned into a riot. A real threatening faced to result in a loss of five human lives and destruction. The headquarters of the Mongolian People's Revolutionary Party began to blaze. In this situation, I, as for President of Mongolia, decreed to declare a state of emergency within my prerogative rights on the basis of proposals by leadership from parliament, government and law enforcement organizations in order to calm down and stop the riot and save the lives of hundreds of people and establish the state of social quietness. As a result of the decree, the public disturbance was restricted in considerably short term saving the lives of people, and  quiet conditions were established in the society.
                   During the situation' worsening, unfortunately, people died and private and public properties were destroyed shocking the people. After the announcement of the state of emergency, the State Great Khural (parliament) convened its extraordinary session according to the law and adopted the President's decree on declaration of a state of emergency pushing to create legal basis for setting up a headquarters that worked during the extraordinary condition. The headquarters took measures in accordance with the recommmendation released at the meeting of the National Security Council. The state of emergency will be abrogated soon. Now we have to think of why we reached such a condition. Perhaps, we thought that Mongolia exists for everybody, for authorities and for political parties. On one side, this is true. But, after the abrogation of the state of emergency and after this great massive shock, I have to share my opinions and views with the people on how to go out from this situation. Mongolia exists not for us but we exist for Mongolia. Political parties are existing for Mongolia. The State Great Khural, the Government and the President--all are serving for Mongolia.
    Law enforcement organizations must work for Mongolia. Every citizen must work for Mongolia. If we do understand it, in my opinion, we can keep away distance from the riot, and any hot issues could be dealt between us through the ways of peaceful consultations. If we do not do it and if we would think that Mongolia exists for me, for the parties, for the government, for the parliament and for citizens named like Dorj or whoever, and if he or she forced own truth to others, we would deepen this crisis further.
            We are lacking an experience of working in the period of the state of emergency. The legal environment in Mongolia has not been refined good enough. Of course, we never declared the state of emergency before. The state of emergency is not a thing to be declared again. Mongolia, its people and political parties do not need this. What is needed in Mongolia? It needs the national solidarity, a culture able to solve urgent problems by ways of consultations and sensible mind. We do not need any sharp stone to throw each other. Thinking of all these issues, I heeded opinions of the political parties on passing the current condition by inviting their delegates several times. The political parties threw hard words to each other not hard stones at the hot meetings. However, attendees of the meetings were more patient. I am glad that they reached agreement to develop their homeland and to solve this difficult case. Their gathering is a very big start; however, they could not solve all problems. 
Law violence and muddle have been intensified in our society. The political parties have realized that our essential obligation is to correct this situation. The state of emergency will be annulled very soon. You have been appealed to become citizens who serve their motherland but not those who have the state serve them. We could build up a nice Mongolian country if we respect patiently our solidarity, put our mind to the future development and create meritorious actions. In any difficult situation, any country becomes stronger by learning a lesson from it. The country weakens if it could not take any lessons and lacks patience and intellectual range. We have no right to become enfeebled. We are demanded to develop for the bright future.
           I would like to appeal to our political parties, Parliament, Government, people and to media to overcome the situation by restoring our consciousness, becoming stronger and regulating our life with the principle ''Mongolians are powerful when they have solidarity''. Let's refine our society and stop destroying. Let's develop our society and let's not be backward. If we reach this essential goal, every Mongolian will win. If not, every Mongolian person will suffer losses. Let's consolidate for developing every Mongolian and the state. 
           Finally, if the election results have been rigged, the guilty ones will be hold liable. The guilty ones who organized the public demonstration to the riot and killed innocent persons will be held responsible. Any official who could not regulate the public disorder will be called to account. Let's learn to form the justice in all stages and to implement the laws in all stages. If we could do this, we would be powerful. You have been requested not only to think over all these issues, but provide their implementation.

I just left the beautiful country hours before. It It is a beautiful country that is for the people a free state. Please citizens keep it that way - it is beautiful and it is yours.

Dear Sir/Madam, 
 
I've been following the events in Ulanbaatar over the last few days and feel so sorry for what had happened to a peaceful country. This morning I had read President Enkhbayar's speech and my response is - Mongolians have a great President. 
 
I am an English Language teacher and a great follower of the Mongolian history especially the vast achievements of The Great Chinggis Khan. 
I am also aware that this week is the NAADAM FESTIVAL. I had visited UB twice in the past, once during NAADAM and again during spring a few years back to visit some friends. 
 
It saddened me to learn of the demonstrations but I sincerely hope the situation will return to normal in the quickest possible time for NAADAM celebrations. 
 
HAPPY NAADAM TO ALL MONGOLIANS.
