Parties negotiating return of Democratic Party to Parliament

Clarifying elections
results from the controversial June 30 parliamentary elections, B.Battulga,
Chairman of the General Election Committee, has said “As a result of parliamentary election, Mongolian People’s Revolutionary
Party captured 39 seats, the Democratic Party has won 25 seats, the
Civil Will Party took one seat, and an independent candidate has one
seat.’’
While international
observers have declared Mongolia’s parliamentary election to have
appeared free and fair, many voters continue to voice doubts about the
election’s overall fairness.
Post-election riots
in Ulaanbaatar resulted in five deaths as four people were shot to death
during the riot, and one died of asphyxiation inside the headquarters
of the ruling Mongolian People’s Revolutionary Party.
Also, Ch.Amarbold, Chief Officer of the General Police Department, said
13 people remain unaccounted for.
Amidst the many rumours
heard since the rioting, both the Mongolian People’s Revolutionary
Party and Democratic party have been suspected of backing the July 1
riots.
Even one month later,
the new members of State Great Khural have not been able to be sworn
in. By law, the Mongolian Parliament needs a quorum of 57 members to
carry out business. While 66 new MPs were certified as elected, the
opposition Democratic Party was able to order its 25 MPs to walk out
of parliament during its first session, thus preventing the members
of parliament and government ministers from being sworn in.
Further, Democratic
Party members declared they have many questions about the decisions
made before and after elections by the General Election Committee. Also,
Democratic Party and the Mongolian People’s Revolutionary Party are
now negotiating on nine issues prior to the Democratic Party returning
to Parliament. So far, reports indicate the group has agreed on seven
issues and remain far apart on the remaining two issues. An MPRP representative
has also said one of the issues remains impossible to compromise on.
It is unclear about continuing progress on these negotiations. However,
Mongolian President N. Enhbayar
has requested both sides to quickly conclude the negotiations.
