Today, Mongolia has become one of the world's most unexpected bright spots in terms of political, economic and social progress. In this vast expanse of windswept steppes and rugged mountains, a surprising transformation is in process - a democratic society is emerging.
Most theories of political and social science, not to mention commonsense assumptions, have been confounded by Mongolia's rising. By all objective factors, Mongolia is the last place in the world where working democratic institutions should have developed. Up until the 1990s, it was sandwiched in between the USSR and communist China. Deeply dependent on aid from the Soviets, its only economic ties were with other socialist countries.
