Ulaanbaatar, /MONTSAME/. Last Sunday, the Mongolian Cabinet members led by the Prime Minister held negotiations with the representatives of the civil movements who were arranging a political sit and a hunger strike on the Sukhbaatar Square. During the talks, the sides finally discussed the five kinds of demands, put by the civil movements, and the replies from the Government. The sides agreed to establish a working group to inspect whether the regulations stated in the law of Mongolia on minerals are breached in granting exploration and extraction licenses of the large minerals deposits such as Oyu Tolgoi and Tavan Tolgoi and to annul the licenses if any breaches are revealed. Another working group is to be set up to review whether the conditions reflected in draft stability agreements, already signed and planned to be concluded, are satisfying the interests of the Mongolian nation, and to inspect the implementation of the conditions and requirements stated for mining companies under the contracts on minerals exploration and extractions. Under the above negotiations, a decision was made to include representatives of the civil movements in the Parliamentary working group to revise the law on minerals. Candidates of the civil movements will be proposed to the Parliament through the Government. One of the five demands from the civil movements--to administer a public referendum on the issue on exerting confidence to the President Mr. N.Enkhbayar--is not a part of the Government sovereignty and duties. The two sides therefore reached a mutual understanding on this issue, bur the civil movements made a decision to submit the issue to the Mongolian Constitutional Court. As a result of the talks, which were previously held three times, the civil movements agreed to end their political sit and hunger strike on the Sukhbaatar Square. At the end of the talks, the Premier Mr. Enkhbold emphasized that the activities towards the interests of the Mongolian people have not been suspended, but a gate has opened to solve the pressing social problems under the cooperation between the Government and civil movements.
