The Government of Mongolia has
applied for financing from the World Bank toward the cost of the
Information and Communications Infrastructure Development Project, and
intends to apply part of the proceeds for consultant services. The
services include Provision of Consulting Services for the Enabling
Environment for Public Private Partnerships (PPPs) in e-Government of
Mongolia.
The Government of Mongolia therefore intends to hire the services of a consultant for meeting for following objectives:
1. Generate public awareness of the value of PPPs for funding, designing and implementing e-government initiatives.
2.
Develop institutional and human capacity within the government to deal
with PPPs including an understanding of both the advantages and the
complexities and pitfalls involved in adopting PPPs models for
e-government.
3. Educate the private sector about possible models for PPPs in e-government based on international experience.
4. Examine five priority e-government projects planned by the government and structure PPPs models for their implementation.
5.
Prepare policies, guidelines and templates, for helping government
functionaries to use PPPs as a possible model for implementing their
e-government initiatives.
6. Bring about necessary changes in the legal and regulatory environment so as to facilitate e-government PPPs.
The
Project Implementation Unit now invites eligible consultants to
indicate their interest in providing the services. Interested
consultants must provide information indicating that they are qualified
to perform the services (brochures, description of similar assignments,
experience in similar conditions, availability of appropriate skills
among staff, etc.). Consultants may associate to enhance their
qualifications.

the procedures set out in the World Bank's Guidelines: Selection and
