Mongolia has received a Grant from the International Development Association (IDA) for a Governance Assistance Project.
The project is designed around three main components and a small component on project coordination & management:
(i) Management of Public Finance;
(ii) Fostering Accountability and Monitoring;
(iii) Investment Climate; and
(iv) Project Coordination and Evaluation.
The objectives of GAP are to: significantly improve the efficiency and effectiveness of key governance processes in public finance management, accountability and monitoring and investment climate.

Capacity Building for Data Transparency and Data Access for Poverty Monitoring is a sub-component of the GAP and its main objective is to implement a:
(i) formal policy of rules and guidelines for public access to data;
(ii) web-based public platform for all household survey datasets and their documentation, and
(iii) harmonized/combined survey instrument (HIES and LSMS) starting in 2008.
This subcomponent of the GAP will be implemented by the Mongolian National Statistics Office (NSO).
NSO is requesting international consultant to help
(a) organize workshops to discuss the questionnaires among NSO staff and in-country stakeholders;
(b) provide substantial training to enumerators on the new design and implementation;
(c) revise the questionnaires to reflect comments and new requests from users and other government entities in consultation with the NSO; and
(d) prepare the data management system to be ready for timely processing of the incoming data.
The HIES-LSMS08 is a survey with multiple objectives.
It will become the nation-wide baseline for surveys to be done in succeeding years which will provide the basis for a poverty monitoring system; and it will help the country appraise its progress toward the Millennium Development Goals (MDGs), and support poverty mapping and poverty reduction policies.
The survey will also permit updating the Consumer Price Index basket and inform the System of National Accounts.
The HIES-LSMS08 will be based on the HIES-LSMS conducted by the NSO in the year 2002-03, but will not be as comprehensive.
It will inherit from that survey the larger part of the survey instruments, fieldwork methods and sampling strategy.
The HIES-LSMS07 will, however, implement various enhancements regarding geographic coverage, survey contents and data management.
Brief description of the HIES-LSMS
The Mongolian NSO has implemented a series of household surveys designed to measure the socio-economic situation in the country, estimate the main poverty indicators, and measure progress towards the MDGs.
These surveys were fielded in 1995, 1998, and 2002-03.
The most recent survey was fielded in 2002-03.
This survey integrated the Household Income and Expenditure Survey (HIES) with Living Standards Measurement Study (LSMS) features to provide more thorough and complete analyses.
The LSMS portion of the survey was administered to a sub-sample of all of the households that participated in the HIES.
The total sample of the HIES was 11,232 households equally distributed over four quarters of one year (February 2002 through January 2003).
The LSMS portion was administered to one-third of the households from the HIES.
Households interviewed for the HIES in the first and second quarters were re-interviewed for the LSMS in March and April 2003, and households interviewed for the HIES in the third and fourth quarters were re-interviewed for the LSMS in May through July 2003.
In total, 3,308 households were included in the LSMS subsample.
The sample design for the HIES-LSMS 2002-03 was based on the 2000 Census.
The sample is a two-stage stratified random sample.
There were four strata: Ulaanbaatar, aimag capitals and small towns, soum centers, and the countryside.
The first stage selected Primary Sampling Units (PSUs) from each stratum.
The second stage selected households on a random basis in each selected PSU (10 households were selected in urban areas and 8 households in rural areas).
The questionnaires used various recall periods: monthly recall for housing services, housing, electricity, fuel and similar costs; daily food expenditures through a diary; and quarterly non-food expenditures.
There were also modules on demographics, housing, education, employment, health, fertility, migration, agriculture, livestock, non-farm enterprises, other sources of income, savings and loans, remittances, durable goods, and energy.
The HIES-LSMS08 will be designed to be comparable to the HIES-LSMS 2002-03 and to be a template for future efforts.
In the future, the annual HIES will no longer be implemented, but rather will be replaced with the periodic HIES-LSMS survey.
Main design features of the HIES-LSMS
Mongolia is divided into 21 aimags (provinces) and the capital city, Ulaanbaatar.
The 21 aimags are sub-divided into 331 soums (districts), and the soums are further divided into bags.
In addition, there are four regions – West, Highland, Central and East.
Ulaanbaatar is located in the Central region, but is usually treated as a separate unit.
The sample design for the HIES-LSMS08 will be designed to allow analyses at the national, urban-rural, and regional levels.
Budgetary and managerial considerations limit the overall HIES-LSMS sample size to 11232 households.
The sample will be based on the population number of 2006.
The basic sampling strategy of the HIES-LSMS08 will be similar to that of the HIES-LSMS 2002-03: households will be selected in two or three sampling stages, with eight to ten households in each PSU.
Fieldwork, questionnaires and other instruments
The HIES-LSMS07 will conserve the basic data collection methods and questionnaires of the HIES-LSMS 2002-03, namely:
(1) the survey will also be fielded over a 12-month period, possibly from January to December 2008;
(2) food consumption will be recorded with a one month diary, and non-food expenditures with 1-month and 3 or 12-months recall modules; and
(3) each interviewer will visit households once every 10 days for the HIES and once every month for LSMS.
However, the following enhancements are being considered:
(1) the list of items in all consumption and expenditure modules will be revised;
(2) some of the non-food items in the 3-month recall module may also be inquired about for a 12-month period;
(3) the contents of the welfare modules (demographics, health, education, etc.) will be revised; and
(4) a questionnaire for the collection of prices and other community-level data will be appended.
Fieldworkers will be organized into teams.
Each team will be composed of one supervisor, two or three interviewers, a data entry operator and a driver.
The survey will use approximately 31 teams in total, 10 in Ulaanbaatar and 21 in each of the other aimags.
Data management
The data from the HIES-LSMS08 questionnaires will be entered in the aimag capitals.
The data entry operators will work closely with the interviewers in the field.
The work will be done on a daily basis, as the questionnaires are completed.
Inconsistencies will thus be detected shortly after the interviews, and corrected by the interviewers themselves in subsequent visits to the households.
The datasets from all households visited by the team will be transferred to NSO’s Ulaanbaatar headquarters on a fortnightly basis.
Central management
NSO will nominate a dedicated Core Staff Team (CST) for the design, implementation and dissemination of the HIES-LSMS08.
Survey schedule
The part of the HIES-LSMS08 project in which technical assistance is expected to take place spans about 30 months: 12 months of design and preparation, 12 months of fieldwork and 8 months for the production of the annual datasets and basic reports.
Quarterly analysis will be done over the entire year.
The International Consultant is expected to provide NSO with technical assistance in the following areas:
First mission (30 working days starting from end of May, 2007)
Assist NSO in developing Survey Planning for HIES-LSMS08
Assist NSO and International Consultant on the first draft of the Integrated HIES/LSMS Questionnaire, and then send the questionnaire to the WB for comments and organize workshop to discuss the questionnaires in UB with stakeholders
Produce the second draft of the questionnaires for Pre-test;
Assist NSO in the preparation and implementation Pre-test
Evaluate the first version of the data entry program developed after the pre-test (Data Management)
First home (distance) assignment (20 working days starting from end June, 2007)
Finalize the Version 1 of the Questionnaire for Pilot Survey
Prepare Field Manuals and Supervision Forms in English to be translated into Mongolian; these activities do not need the consultant travel to Ulaanbaatar
Second mission (15 working days starting from end of July, 2007)
Visit Ulaanbaatar to assist NSO in the preparation and implementation of the Integrated HIES/LSMS Field-test or Pilot Survey
Second home (distance) assignment (10 working days starting from end of August, 2007)
Finalize last Version of the Questionnaire and manual for enumerators
Prepare training material in English to be translated in Mongolian
These activities do not need the consultant travel to Ulaanbaatar.
Third mission (20 working days starting from October, 2007)
Visit Ulaanbaatar to train the Master Trainers and to prepare NSO staff for initiation of field work
Third home (distance) assignment (25 working days starting from November, 2007)
Write all the technical reports about Survey Design, Sampling, Field Work and related documents for users of the data; this activity does not need the consultant travel to Ulaanbaatar
Fourth mission (15 working days starting from November, 2007)
Revise the final version of the data entry program
Fifth & sixth mission (30 working days starting from beginning of 2008)
Visit Ulaanbaatar to supervise / monitor / trouble shoot during duration of the survey

Candidate will be selected on the basis of her/his qualifications and NSO will pay particular attention to the following aspects:
The previous experience of the Consultant in similar work in developing countries.
This particular aspect of the professional background should be emphasized in the curricula.
The Consultant must have extensive international experience of designing and implementing multi-topic integrated household surveys.
An understanding of the issues involved in poverty measurement, poverty lines are also to be desired.
The way the Consultant intends to implement technological transfer as a part of this project.
In simple terms, NSO is not looking for international consultant that merely performs and documents the tasks requested in a timely manner.
The NSO would instead expect each task to be conducted in close collaboration with NSO’s staff, so that they will be later in a position to develop it with little or no additional help.
Consultant will work closely with the NSO CST and report directly to the Chairman of the NSO.
Contract administration will be handled by the GAP Project Coordination Unit at the Ministry of Finance.
The contract is planned for the period from end of May, 2007 through June 30, 2009.
It is estimated that the level of effort for this assignment would be about 165 working days over an elapsed time of about 30 months.
The consultant is expected to take about six trips to Ulaanbaatar during this period.
The NSO reserves the right to extend, reduce or terminate the contract and/or suspend payments if the consultant does not comply with the obligations of the contract.
In addition, the contract can be terminated if the HIES-LSMS07 survey is cancelled, either by the Government of Mongolia or the World Bank, or if the financing provided by any co-financiers is cancelled.
The GAP Project Coordinating Unit now invites eligible individual consultants to express their interest in providing these services.
Interested consultants must provide information indicating that they are qualified to perform the services (CVs, description of similar assignments, and experience in similar conditions).
