Business Council of MongoliaThe following is the text of the letter, dated July 27 and signed by Mr. Sam Riggall for Rio Tinto and Mr. John Fognani for Ivanhoe Mines, that was sent to all Members of the Mongolian Parliament individually. The letter was in Mongolian and this is a translation, not authorized by either sender or by any of the recipients.
“We carefully followed the discussion in Parliament of the draft Oyu Tolgoi investment agreement. We would like to officially meet with you and answer your questions if you, dear Member of Parliament, have any questions or concerns related to the Agreement or to the Oyu Tolgoi project implementation at this important moment when the agreement is being negotiated.”
“Rio Tinto assumes that the draft Agreement discussed with the coalition Government will not only be the first step to an exceptional leap in economic and social development but will also launch a new era of responsible use of Mongolian minerals resources by way of creating thousands of jobs, opening up business opportunities, and developing infrastructure.”

“This is not a decision about today. This will be a decision made by current representatives chosen by the Mongolian people about the future of succeeding generations of Mongolians.”

“We think that Mongolia has come to a crossroads. One way will attract foreign investment, develop a world class mining sector, strengthen an independent economy and create an open economy and society. The other way will lead to a closed economy with the faith of investors and donors belied, limiting the scope of industry, and to direct dependence on its neighbors. Your choice of whether to support the Oyu Tolgoi investment agreement or to be against it will determine the way Mongolia treads for the long term.”

Sorry to say that your opinion doesn't matter a bit. Why don't you go back to your "civilized" world and deal with your own problems. And i don't remember Mongolians being pampered by its two neighbors.
What a low, hateful attack. You think these foreigners are goodwill workers? They are here for a profit, to fatten their wallets! Just remember that! if they were to withdraw from Mongolia, they would have done it years ago. I would say, their persistence is proving something.

to your comment, one could also reply that it's a typical foreigner comment against Mongolians. What we do with our riches is our problem. If you don't like the pricing you go somewhere else. It's an open market. I'm sure you will be singing a different tune if it was the other way around. We don't go to Canada demanding stuff or calling Canadians hopeless racists.

I agree with "Canadian in Mongolia" 100%. Do not think that these writers who call themselves Mongolians are proud nationalists. They are racists. They live in a rich and beautiful country but rely on fear and hate (and greed) to exist. For some reason they think the world owes them a living and do not have to give anything but abuse back in return. Ts and starkillers posts are typical. It could be so much better.

Mongolia is just coming out of failed Socialism and everyone has been waiting with set traps to take advantage of this transition.

They need to shake off the foreign "investors" (thieves), pick themselves up by the boot straps and get to work Farming (agriculture) and mining (resources) by and for THEMSELVES.

Every other nation is doing this, there is no reason they can't either.
Many lessons can be learned from the Chinese who were put into almost the exact situation.

As a fellow mongolian I also appreciate what is best for our nation. But without giving or loosing even you wont get something at this stage when we can't afford anything. Perhaps Gov-nt could have stopped on 34% share and not 68% of profits. Anyway MPs fucked up, it is better to have 100 dollars today and not 5 years later the same amount!!!

I honestly WISH Ivanhoe Mines and Rio Tinto pull out of Mongolia. I have found Mongolia to be an exceptionally hostile environment for a Canadian. The people in this country seem to think they deserve everything and that they're better than everyone else. The way I see it, all foreigners should leave this country - lets see whether the locals sink or float without our support. The ironic part is that I came to Mongolia hoping to HELP Mongolians. Go figure - they're downright racist.

All this talk about "private investment" is just a way of letting foreign interests control the nations resources. It is a SCAM by international thieves on ignorant (or Corrupt) Governments who allow treasonous acts within it's citizenry. This is how all those South American and African countries lost any chance of controlling and profiting off their natural resources.

Here is how Natural Resources work since the dawn of time: The Government Mines the nation for resources themselves, uses what it needs for the Nation, then they export/sell or trade any surplus for other materials. No citizen can employ a foreign investor to mine NATIONAL resources, that's treason.

I would like to rectify, it was one of mongolia's prominent cartographers who said that the Gobi ecosystem would be destroyed. That does not dilute the concern.

No one mentions another crucial issue: the environment!
According to a prominent geologist I met while in Mongola 2 years ago, the use of the underground water tables to extract the ore will DESTROY THE GOBI ECOSYSTEM within 3 years! That would have unforeseen consequences on the local and gobal climate! Is it not irresponsible to not study this in depth. Of course Ivanhoe has hired an expert on ecology (met him, nice chap,) but how can any scientist on the Ivanhoe payroll be trusted to give an objective analysis, with so much money involved?
An independent, world class study is a must!

According to a prominant Mongolian cartographer I met when there 2 years ago, the use of the underground water tables that is essential for the mining O.T. will DESTROY THE GOBI ECOSYSTEM within 3 years! That could have vast consequences on gobal climate, could it not? Why are these considerations not been studied? Granted Ivanhoe has hired an expert on ecology (I met him too, nice bloke), but due to the scope of the interests involved, how could a non-independent scientist be trusted to give an impartial analyses?

Really go invest in China or Russia see how you like getting all your investments gradually taken over by the Govt. of Russia aka the Russian Mafia maybe even nationalized it happens.. China well as long as you live in China that is perfectly fine and you realize that all their major companies are just shells for the government. With all your theories on Macrothinker/Micro etc.. I agree Russians are Macro thinkers so are Mongolians and you just happen to be investing in the biggest mining agreement to set the standard for all others obviously it is going to take the longest. Chinese haha are you kidding ever try to haggle in Chinatown please you save 50 cents here 50 cents there and go to dollar store and buy yourself something good luck. 34% + 68% windfall profit tax may sound harsh but who said you had to even consider the tax? take the loop hole build a smelter or don't IVN decision.

In the end Oyu Tolgoi will come to an agreement in 1-2 months keep your heads on straight we all want to make money and we will Mongolia's international reputation and IVN's survival is on the line this deal will pass.

The OT deposit is both open pit and underground.
Yes, the Mongolians can mine open pit (see Erdenet)..... wait hang on, that place is not profitable and is mining with century old equipment because they can;t afford new and more productive equipment!
The Mongolians can't mine the underground becuase they have no experience.
And before any smart people come and say then we will learn.
The underground has to mined in a very certain way for ti to be economical.
Only very few mining companies in the world actually have experience and success with this mining method. An Erdenet type setup at OT would for sure kill hundreds of miners underground.

It's always good when you make assumptions based on limited or on-existant knowledge!

Oh yeah: "if they can't, they will ask help"? And the "helper" is going to do it for free? Or will he give help and then be asked to pay taxes?

I think it is quite reasonable to point out that Mongolia is at a crossroads and that the MPs have a very serious decision to make. In my opinion, the future of Mongolia will benefit from private investment that brings jobs to Mongolians. Grants and aid from the big donors are not enough to sustain and lift Mongolia out of poverty.

Interesting to read the the letter that is causing many convulyted local responses. I see nothing wrong with the letter which says Mongolia is at a crossroads and the MPs are making an important choice which will effect Mongolia's future. Foreign aid and grants cannot make Mongolia prosper and provide jobs!

We all should remember that Mongolians are nomadic people and as such they can not think in terms of strategic and civilized way.
They always had Russia and China feed them and pampered them for centuries and they can not think beyond that .
Even if Ivanhoe/Rio Tinto were to develop this project, the Mongolians would waste everything on drinks, fancy cars(just how many luxury cars that you see in Ulanbataar with just a little money they have), and sex. Look at natives in Africa, and experience of Native American Indians in America with their gambling money. It is all gone within couple years on booze and drug.
Mongolian are not ready. let them stay poor and starved and have occasional foreign aid help them. Mongolian women are good at exchanging sex to tourists for money to feed Mongolians. Let the status quo remain.

My conclusion (you are welcome to disagree):

Mongolians are NOT macrological thinkers (micrological, here/now, "how much of the future can we suck into the present?", "no one has good interests if they are not in our best interests").

Chinese ARE exceptional macrological thinkers. ("China will prosper", "China will grow larger.", "Jobs for everyone")

Russians ARE exceptional macrological thinkers. ("Everyone should have a job", **insert generic russian sentiment here**)

Kudos if you get what i'm hinting at. And Kudos to China, i'd take a communist chinese politician over a dumbocratic mongolian one any day.

It is a negotiation,you talk, you write and you make your points. I do not believe it is "intervention in the internal affairs of Mongolia" and gangsters do not negotiate, they just take what they want. I do believe that the mining companies of the world should leave Mongolia. The people and the government cannot act in a mature manner towards their own growth. Their words or their written agreements do not mean anything. Perhaps you can get some more international aid to buy picks and shovels, that way you will not have to share and can do all the work yourselves. Enjoy!

Legally the letters should not have been sent to the MP's directly, they should have been sent to the press secretary for distribution. That is the problem. There is protocol to follow to keep things above board.
